Once she died, it became anyone's guess as to what the Vox were thinking. They very well may have had ideas on eliminating Songbird but the only link to them was Fitzroy. Within the context of the game, Booker is essentially a superhero, and even he was barely able to get her out alive, relying a fair deal on luck and happenstance. I really like how well the whole story seems to mesh where the Songbird seems to be the only thing that sticks out as "oddly I'm not sure what you mean about it serving its purpose very poorly. Why would Comstock (or for that matter Fink) give "control" of it to Elizabeth? It makes sense to teach her to sing the song to summon it to her location while she was in the tower but as a method to deter her from leaving or forcing her to return it is very poor. It was said in the game that it was built to protect Elizabeth but it seemed to either be very poor at that job or taking a very long time to become a threat. It would only go where the golden Comstock music-box statues were. The C-A-G-E song was actually what summoned it to a specific location which is why it wasn't constantly up Booker's ass the entire game. It was built to protect and tend to Elizabeth, as well as serve as a symbol of Comstock's strength to the citizens of Columbia. Songbird only seemed to care about Elizabeth at the most convenient/inconvenient moments so I'm at a loss as to what purpose it really has. I thought that it was part of "a Comstock trap" where the Vox started to move against the city, the music would stop playing and Songbird would go nuts but hat didn't happen. I suspected the music you could hear all over the city was to keep Songbird calm where it was a sort of "fail safe".
